A judge has dropped the charges against surfers Skylar Peak and Philip Hildebrand who were accused of attacking a photographer after they saw him shooting photos of Matthew McConaughey on a Malibu beach. A spokeswoman for the L.A. Country district attorney’s office said that the charges were dismissed after prosecutors decided against starting a third trial
